Republic of Ireland: National Sheep Identification System (NSIS)Outline of System 2001


* All sheep will require to be tagged, in the left ear, no later then15 December of the year of birth or on the movement off the farm of origin, whichever is the sooner, with a white tag bearing an individual identification number (incorporating the flock/herd number and individual animal number).


* Where animals are going directly to a slaughterhouse from the holding of origin it will be permissible, subjects to all other requirements of the NSIS, to use a short term tag.


* Details of all sheep on farm, and all sheep movements on to and off farm, will require to be recorded by farmers in the flock register by batched numerical sequence or individually, as relevant. It will be made a legal requirement to complete the flock register within 7 days of any movements or death affecting the flock.


* Flock details must be reconciled with the flock register at least one day in each calendar year on a date between 1 September and 15 December, to be chosen by the flock owner, and recorded on the face of the register.


* All movements of sheep (e.g.. Farmer-to-farmer, farmer-to-mart, farmer-to-factory, mart-to-factory, etc.) will require to be accompanied by a dispatch document (in triplicate form) to be completed by the flock owner setting out the individual identity numbers, sequentially or otherwise, as relevant, of the sheep in the consignment. This document will be signed by the flock owner.

* The accurate completion of the flock register and the retention with the flock register of all dispatch documents will be the responsibility of the flock owner.

* Provisions governing farmer to farmer movements: On arrival at a second holding the farmer will insert his/her own tags - bearing the appropriate flock number and individual number - in the right ear of the sheep. The flock register will be completed with details of flock of origin, cross-referenced with the second tag. Where sheep move to a third holding the second tag will be replaced with a tag relating to the third holding tag and details of both tags will, in the case of each animal, be entered into and collated in the flock register.

* Provisions governing farmer to mart movements: Marts will be required to record the flock number of sheep being sold (i.e. flock no. in & flock no. / buyer details out). The dispatch document must be stamped by the mart. One copy will be retained by the vendor, one copy retained by the mart and one copy passed on to the purchaser ( and stamped by a meat factory on date of receipt, if a meat factory is the purchaser). Where sheep are purchased at a mart and go direct to a meat factory (i.e. do not enter onto another holding) it is not necessary that they be re-tagged.

* Provisions governing meat factories: Meat factories must ensure that each animal presented for slaughter bears the appropriate ear tag enabling it to be identified. It will be made a legal requirement for processors to link the individual sheep number to the number of the finished carcass ( thereby assuring tractability) and to satisfy themselves as to the provenance of any animals which they purchase. Meat factories will keep a record of particular details relating to consignments accepted into lairages outside of hours of slaughter.

* Where tags of origin are lost, on second or subsequent holdings, replacement tags ("R"tags) in a different colour (yellow) will be used. Where all tags are lost the Department will have to be satisfied as to the animal's identity before it can be sold/slaughtered. In the event that an un-tagged animal is accepted at a meat plant for slaughter, it will be slaughtered and condemned unless the Department can be satisfied as to its identity.

* It will be made a requirement that all sheep imported onto a farm from another member state (including Northern Ireland), whether destined for subsequent slaughter or not, must be tagged with red (I) tags, bearing the appropriate flock/ individual number, in addition to retaining any existing tags.

*Any sheep imported into Ireland going directly to slaughter must retain their UK (or other) identity tags.

* It will be made an offence to possess, buy, sell, process, etc. any sheep which is not tagged in accordance with the requirements of NSIS. All persons who trade in sheep must be in possession of a flock number issued by the Department.

* A number of tag suppliers will be approved, subject to their meeting certain specified criteria. Tags will be supplied by post only, directly to the flock owner. Tag suppliers will be obliged to transmit to the department full details of individual orders for tags. The Department will implement computer based monitoring and control measures, including a number of security features, in relation to tags supplied.

* Technological advances in animal identification systems will be monitored by the Department with a view to identifying options which, going forward, may be practical benefit to Ireland.

* The Department and Teagasc will undertake information/awareness campaigns, at general and individual farmer levels.

* A Ministerial order under the disease of Animals Act will provide the legislative base for the NSIS and the provisions of the Disease of Animals (Amendment) Act, 2001 will thereby apply.

* It is planned that NSIS will go "Live"in May, 2001.

* The NSIS will be reviewed as necessary.
